I hope you're doing well and staying warm. As you may know, yesterday was the last day of hurricane season; and yes, we're all glad it's over. In this weeks blog I have some tips on protecting your home when you travel.&lt;br /&gt;&lt;br /&gt;1. Turn off all appliances when you leave. Don't leave the dryer, washing machine or dish washer running as you leave the house. A hose can break or fire can start and no one will be home to turn off the appliance. Water Damage claims are among the most common when people are on vacation. &lt;br /&gt;&lt;br /&gt;2. Set Alarms. Remember to turn on your burglar or central station alarms when you leave. Also, pick a neighbor and tell them you're going out of town and ask them to keep an eye on your home. A mistake people often make is to tell everyone they're going on vacation, and even announce it on Facebook. Sounds like an invitation to a burglar, right? &lt;br /&gt;&lt;br /&gt;3. Turn off the water to your hoses. Take a few minutes and walk around the exterior of your house and make sure all the hoses are unhooked and water is turned off. Don't forget the interior of your house either; it's never a bad idea to turn off the water supply to your washing machine or dishwasher (if reachable) just to be sure there won't be any leaks. &lt;br /&gt;&lt;br /&gt;4. Timers for Lights. Invest in an automatic timer for indoor and outdoor lights so they go on and off at random times, so people think you're home. &lt;br /&gt;&lt;br /&gt;5. Close and lock all doors and windows. Common sense, right? However, in the rush around preparing to leave, it's not unusual to leave a back or side door unlocked. &lt;br /&gt;&lt;br /&gt;6. Stop your mail and newspaper delivery, or have a friend pick it up for you. Nothing is a trigger for people knowing you're out of town like a pile of newspapers in your driveway. No matter what your system, no matter if it's during the winter or the summer, spring or fall, make certain that you have a clean filter. They are incredibly cheap, and once you change it the first time, it will be a snap each time after. &lt;br /&gt;&lt;br /&gt;Don't be fooled, these filters are not designed to catch every allergen and dust bunny floating into your HVAC system. They simply catch as much as they can. Once they get clogged or dirty, they will allow dust and allergens to be blown right into your home, onto your children and pets. The ordinance is in place to ensure peaceful enjoyment of private property. &lt;br /&gt;&lt;br /&gt;This only applies to people who live in neighborhoods, not those who live in rural areas. &lt;br /&gt;&lt;br /&gt;If you believe your neighbor isn't respecting your property or livability, you can report it to the Charleston County sheriff's office or bring a private action to the magistrate judge. &lt;br /&gt;&lt;br /&gt;"Now we've got a situation that really ensures that we're all good neighbors," said council member Colleen Condon. "That we have basic livability rights that we can ensure our neighbors rights don't infringe on ours."&lt;br /&gt;&lt;br /&gt;If you are found in violation of the livability ordinance, a deputy can write you a citation or a neighbor can take civil action against you in court. &lt;br /&gt;&lt;br /&gt;The City of Charleston has a similar ordinance. The fine could be up to $500 dollars or 30 days in jail and in some cases both.&lt;br /&gt;&lt;br /&gt;Copyright WCSC 2011. Never allow small children to play alone near water.&lt;br /&gt;&lt;br /&gt;• Leave alligators alone. State law prohibits killing, harassing or possession of alligators.&lt;br /&gt;&lt;br /&gt;• Never feed or entice alligators-it is dangerous and illegal. When fed, alligators overcome their natural wariness and learn to associate people with food.&lt;br /&gt;&lt;br /&gt;• Inform others that feeding alligators is illegal and creates problems for others who want to use the water for recreational purposes.&lt;br /&gt;&lt;br /&gt;• Be aware of the possibility of alligator attacks when in or near fresh or brackish water bodies. Attacks could occur when people do not pay close enough attention to their surroundings.&lt;br /&gt;&lt;br /&gt;• Alligators are most active between dusk and dawn.&lt;br /&gt;&lt;br /&gt;• Dispose of fish scraps in garbage cans at boat ramps or fish camps. Do not throw them into the water. Although you are not intentionally feeding alligators when you do this, the end result can be the same as feeding.&lt;br /&gt;&lt;br /&gt;• Do not allow pets to swim, exercise or drink in waters that may contain alligators or in designated swimming areas with humans. Dogs are more susceptible to being attacked than humans because dogs resemble the natural prey of alligators.&lt;br /&gt;&lt;br /&gt;• Never remove an alligator from its natural habitat or accept one as a pet. It is illegal and very dangerous to do so. Alligators cannot become tame in captivity, and handling even small ones can result in injury.&lt;br /&gt;&lt;br /&gt;• Observe and photograph alligators only from a distance. Remember they are an important part of South Carolina’s natural history as well as an integral component of freshwater ecosystems.&lt;br /&gt;&lt;br /&gt;• Seek immediate medical attention if bitten by an alligator. Your budget requires full funding in order to meet the expenses of the Association, which include insurance, grounds maintenance, utilities, etc. The only significant source of funds is member Assessments.  If payment is not made, collections progresses in accordance with the Association’s Governing Documents through a series of letters and fees, Recording of a formal Lien with the County, progress through County court to secure a personal judgment for the balance owing, possible seizure and sale of property through the County Sheriff… &lt;br /&gt;&lt;br /&gt;Should these considerable efforts not succeed, the Association may only be left with costly legal action toward foreclosure of the home.  &lt;br /&gt;&lt;br /&gt;While these steps may sound drastic and unpleasant, and they are, collection of 100% of Assessments is necessary to balance the budget. There are no “bailouts” and the Association has limited options.  Failure to collect the amounts necessary to balance the budget require one of these options:  Special Assessments to the well-paying owners to cover those who don’t pay, further cutting of services or insurance (higher risk to owners), borrowing from necessary reserves (delays the inevitable) or increasing Assessments to everyone…  None of these are good options, particularly since the budget is already very VERY lean…&lt;br /&gt;&lt;br /&gt;Just like every household is doing its share of belt-tightening, every Homeowners Association in this economy is facing this challenge.  Your Board and management are working diligently to keep YOUR fees low and we are focused on fairness.  It is fair that everyone pay their share so that you don’t have to make up for those who choose not to pay.  Nationally, the average delinquency is over 13%. Here are the current collections statistics:&lt;br /&gt;&lt;br /&gt;21% Homes greater than 3 months behind in Assessments&lt;br /&gt;21% Homes with liens recorded with the County&lt;br /&gt;18% Homeowners in the County Court Judgment process (some served by Sheriff, some by Private Process)&lt;br /&gt;13% Homeowners with the Association’s attorney&lt;br /&gt;&lt;br /&gt;These figures will continue to improve as we continue to progress. This is why it’s imperative to sign the consent to amendment that was mailed to each homeowner. Help prevent injuries at Christmas and during the holidays by following these tips:&lt;br /&gt;&lt;br /&gt;1. Christmas tree safety begins with the selection and purchase of a fresh tree.  When buying a live pre-cut tree, make sure the tree is still alive and healthy.  A fresh tree is green, needles are hard to pull from the branches, and when bent between your fingers, needles do not break.  Pull on the needles. The trunk should be sticky and the limbs should be very flexible.  Lift the tree and bounce the cut end on the ground, if a bunch of needles come tumbling off, it isn’t a safe tree to take home.&lt;br /&gt;2. When you get the tree home, cut off the bottom two inches of trunk to expose the fresh wood.  This will create a fresh, raw cut for the tree to soak in water, allow for better water absorption and helps keep your tree from becoming a fire hazard.&lt;br /&gt;3. Keep your tree well hydrated.  Keep the water in the stand well above the fresh-cut bottom of the trunk. &lt;br /&gt;4. Christmas trees dry out with heat, so place your tree away from heat sources such as fireplaces or heater vents. &lt;br /&gt;5. When purchasing an artificial tree, look for the label “Fire Resistant”.&lt;br /&gt;6. Unplug the lights and decorations when you are not home.  &lt;br /&gt;7. Check each set of tree lights for frayed wires, broken bulbs and loose connections. &lt;br /&gt;8. Never run electrical cords under the carpets or rugs, over nails or in traffic areas.&lt;br /&gt;9. Before using lights outdoors, check labels to be sure they have been certified for outdoor use.  To hold lights in place, string them through hooks or insulated staples, not nails or tacks. Never pull or tug lights to remove them.  Plug all outdoor electric decorations into circuits with ground fault circuit interrupters to avoid potential shocks. &lt;br /&gt;10. In homes with small children, take special care to avoid decorations that are sharp or breakable, keep trimmings with small removable parts out of the reach of children to avoid the child swallowing or inhaling small pieces, and avoid trimmings that resemble candy or food that may tempt a young child to eat them. &lt;br /&gt;11. Remember that mistletoe, holly berries and Christmas cactus are poisonous if swallowed.&lt;br /&gt;12. Use care with “fire salts”, which produce colored flames when thrown on wood fires.  They contain heavy metals that can cause intense gastrointestinal irritation and vomiting if eaten. &lt;br /&gt;13. Do not burn wrapping papers in the fireplace. We also wish to stress the importance of citizens doing their part to protect themselves by not presenting opportunity-criminals with the chance to ruin your holiday.  &lt;br /&gt; Additional officers will be on high-visibility patrol around shopping areas, banks, and the like. They will also be available to provide bank escorts for businesses that request them.&lt;br /&gt; A particular problem this time of year is theft from automobiles and residential burglaries. These are the most preventable crimes. If citizens remove the opportunity, the crime is less likely to occur, and some types cannot occur at all.&lt;br /&gt; &lt;br /&gt;While Shopping or Going Out: &lt;br /&gt;• Secure valuables out of sight in your trunk. BUT, Be aware that many cars now have fold-down seats or a remote trunk release inside the car. These conveniences make your trunk vulnerable to thieves willing to break a window. &lt;br /&gt;• If at a mall or a shopping center, periodically go to the car and lock away purchases so they will not “disappear” when you put them down trying-on clothes or at the food court.&lt;br /&gt;• Safeguard your purse, wallet, bank cards, and personal information. Identity thieves thrive in this environment.&lt;br /&gt;• Keep close tabs on your children while shopping. With so many people it is easy for them to become lost. Make sure they know their full name, your full name, address, phone, and your cell or pager number to reach you if you get separated.&lt;br /&gt;• Be aware of your surroundings going to your car, going into and out of your house, and while at the ATM. &lt;br /&gt; &lt;br /&gt;At Home:&lt;br /&gt;• Make sure to keep doors and windows locked. &lt;br /&gt;• Turn on outside lights at night.&lt;br /&gt;• Report persons or vehicles roaming your neighborhood, day or night so police may check them. They may be simply looking at Christmas lights, or they may be “casing” houses to burglarize.&lt;br /&gt;• Place your tree where the gifts will be less visible from outside. Thieves like window-shopping through your windows. &lt;br /&gt;• After Christmas, don’t put the empty boxes out on the curb. This makes it easy for burglars to decide which houses to burglarize (ie: new computers, TVs, electronics, video games…). Break down boxes and put them in the trash, making sure to save all paperwork. Also remember many electronic devices require original boxes for warranty repair.&lt;br /&gt;• Immediately make an inventory listing the model and serial numbers of new items (and old ones if you haven’t already) and engrave personal markings on them&lt;br /&gt; &lt;br /&gt;If Leaving Home (On a trip or just for a little while):&lt;br /&gt;• Make it look like you are still there.&lt;br /&gt;• Timers on exterior lights, interior lights, and TVs will help make it look like you are home. Don’t leave an answering machine message saying you are gone, in fact turning it off would be better.&lt;br /&gt;• Double check all doors and windows, including second floor and basement. The doors should have dead-bolts; key locks for windows are also available.&lt;br /&gt;• Have the neighbor pick up mail, papers, and ads, put out your trash can, and park in your driveway. Give them emergency and cell numbers to reach you.&lt;br /&gt;• Call the police department to request a periodic residence check (“Keep-A-Check”) while you are away. (CPD Dispatch 577-7434)&lt;br /&gt;• When you return, look around outside first. If you see any evidence of a break-in, do not go inside. Go to a neighbor’s house and call police. The burglars could still be inside.&lt;br /&gt; &lt;br /&gt;While traveling: THINK SAFETY &lt;br /&gt;• Before you leave, inspect the car for safety (lights, belts and hoses, fluids, wipers, tires-both wear and air – DON’T FORGET TRAILER LIGHTS).&lt;br /&gt;• Pack expensive items in the trunk, or under coverings to keep them out of sight.&lt;br /&gt;• Pack safely. Items stacked in the back of a van, wagon, or SUV will become 60mph missiles in a crash! They also block the driver’s view. Items secured to the roof greatly alter the vehicle’s handling in wind and emergency maneuvers.&lt;br /&gt;• When you stop, take the keys and lock the doors. This applies all of the time, at home and away. An unlocked, running car invites a thief.&lt;br /&gt;• Use a CLUB or other device when parking for the night or at shopping centers Keep doors locked while driving. It adds strength in a collision.&lt;br /&gt;• Use seat-belts and child restraints properly.&lt;br /&gt;• Be careful with bank, gas, and credit cards.&lt;br /&gt;• Take regular rest breaks.&lt;br /&gt;• Never send your children into restrooms alone.&lt;br /&gt;• Store money in separate places to minimize loss or theft.&lt;br /&gt;• Stay on roads you know and take maps, cell phones, and chargers, as well as safety items like blankets, flashlights, jumper cables, a jack, and a good spare tire.&lt;br /&gt;• Drive carefully- better than those around you. You need to get there alive!&lt;br /&gt; &lt;br /&gt;Have a wonderful holiday season. Remember, most crimes and accidents are preventable. If there is no sidewalk, walk on the grass away from the street.&lt;br /&gt; Look both ways before crossing the street and if you are wearing a mask take it off.&lt;br /&gt; Wait until an adult can check your candy before you eat any of it.&lt;br /&gt; Only accept treats from neighbors or friends you know!&lt;br /&gt;&lt;br /&gt;TIPS FOR PARENTS&lt;br /&gt;Plan costumes that are bright and reflective! Consider adding more reflective tape to costumes + trick or treat bags. If you will not be staying with a friend or family member, make hotel reservations at this location as soon as a “watch” is issued. Remember, that during        an evacuation several towns may be evacuated at the same time and hotels will fill up quickly in all surrounding areas. Reservations can be cancelled.&lt;br /&gt;&lt;br /&gt;_ Make a decision about vehicles. If you have more than one vehicle and will not be taking all of them with you determine where the other vehicles will be left during the storm.&lt;br /&gt;&lt;br /&gt;_ Make a decision about boats and other recreational vehicles.&lt;br /&gt;&lt;br /&gt;_ If you have pets, determine whether they will evacuate with you or be placed in a shelter.&lt;br /&gt;&lt;br /&gt;_ Have a list of phone numbers, such as family members, doctors, employers, insurance company’s, etc.&lt;br /&gt;&lt;br /&gt;_ Make arrangements for extra cash on hand.&lt;br /&gt;&lt;br /&gt;_ Catalog all personal items NOW. Include description (brand name, model number, age, purchase price, place of purchase, etc.) Take a picture of everything and make two copies of the pictures and lists. Keep one copy with you and send the other to a relative or friend out of town. Never give the insurance company the only copy.&lt;br /&gt;&lt;br /&gt;_ Have a secure place for all valuables &amp; documents that you will need to take with you, such as birth certificates, property deeds, insurance policies, etc.&lt;br /&gt;&lt;br /&gt;_ Determine an out-of-town person who can be a “point of contact” to communicate messages if communications are down for an extended period of time.&lt;br /&gt;&lt;br /&gt;_ Prepare and maintain a “Hurricane Kit” (a list of recommended supplies is included). It is recommended that you have approximately 7 gallons of water for each person and food supplies for a minimum of 2 weeks.&lt;br /&gt;&lt;br /&gt;_ Check all flashlights, battery operated radios &amp; TVs, and other supplies in your “Hurricane Kit” for proper operation.&lt;br /&gt;&lt;br /&gt;_ Evaluate your home to determine if you can make improvements that will provide better protection. If you have an older home, getting a professional opinion about updated building codes, etc. may be helpful in determining beneficial improvements.&lt;br /&gt;&lt;br /&gt;_Secure any porch/patio furniture&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;AN IMPORTANT NOTE:&lt;br /&gt;&lt;br /&gt;All public safety operations in the field will cease once the winds reach a sustained speed of 60 mph. These conditions are risky to the safety of law enforcement, fire and EMS personnel. If you have an emergency during this time, if you are stranded by rising water or if you have chosen to ignore the evacuation notice and then change your mind, once the winds reach this thresh-hold, public safety personnel are not going to be able to assist you. However, the Emergency Operations Center (EOC) will remain operational and as long as you have telephone service, information can be received from the EOC to help you until someone can reach you after the winds calm down. WAITING TO LEAVE MAY JEOPARDIZE YOUR LIFE AND THE LIVES OF OTHERS. (Never flush water from outside the home, to the inside of the unit, a mess will occur!)&lt;br /&gt;&lt;br /&gt;If you don't have access to an open end of the drain from inside, you may need to disconnect or cut the drain line to perform the cleaning. This should be done at least once every year and more often in areas where you use air conditioning more than 6 months of the year! Next time you’re tempted to leave your dog’s droppings on the lawn, please remember these facts:&lt;br /&gt;&lt;br /&gt;1. The Environmental Protection Agency is becoming aggressive about enforcing the Clean Water Act. Our association could be fined if dog waste goes uncollected.&lt;br /&gt;&lt;br /&gt;2. Uncollected dog waste may lead to a special assessment. If fined by the EPA, the association could face a potential special assessment that would be levied against all members—not just dog owners.&lt;br /&gt;&lt;br /&gt;3. The appearance and quality of the common areas are known to affect home sales—not just whether and for how much they sell, but how quickly.&lt;br /&gt;&lt;br /&gt;4. The more residents complain about dog waste, the more time the manager must spend on enforcement rather than serving the association.&lt;br /&gt;&lt;br /&gt;5. Usually the concerns about these individuals are property / financial-crime related, but the possibility of a physical assault should not be ignored.&lt;br /&gt;Tips:&lt;br /&gt;1. Post a NO SOLICITING sign on your front door, and maybe another in the yard. (One at the front of the neighborhood is not enforceable)&lt;br /&gt;2. DO NOT Open the door to ANY strangers&lt;br /&gt;3. If someone claims to be from a utility or law enforcement, Request to see ID (through window) and look for an official vehicle.&lt;br /&gt;4. If they are “selling” anything, know that it is perfectly fine to tell them you are not interested, to please leave.&lt;br /&gt;5. If you are interested, request to see their Peddler’s Permit from the City of Summerville (again through the window - see info below).&lt;br /&gt;&lt;br /&gt;Know that solicitors are probably breaking the law if they do any of these:&lt;br /&gt;1) Knock IN SPITE of a NO SOLICITING sign&lt;br /&gt;2) Do Not have a City Peddler’s Permit with them(and their company is to&lt;br /&gt;have a Business Permit)&lt;br /&gt;3) Tell you the magazine sale can be donated to be delivered to a charity&lt;br /&gt;(like the Boys &amp; Girls club, etc)&lt;br /&gt;4) If they use ANY High Pressure or Intimidation or will not leave&lt;br /&gt;&lt;br /&gt;What to do:&lt;br /&gt;Call the Dorchester County Sherriffs Dept., give a description of the subject and&lt;br /&gt;their direction of travel, so an officer can interview them. We are very pleased to be working with you. Over the next several weeks we will have a great deal of setting up to do on our end, with integrating your owner accounts and sending out notices to owners who aren't up-to-date with Assesssments.&lt;br /&gt;&lt;br /&gt;We ask that you be patient with us as we get things made right administratively... We will then be moving forward with the Board to set up processes for Covenants Enforcement.&lt;br /&gt;&lt;br /&gt;We will be bringing the Board many suggestions for positive enhancements, but ultimately your elected Board will need to implement them.
